A companion book to and the the third in the series of Professional Paranoid books, it comprises of an exhaustive massive of reference materials from the collected writings of H. Michael Sweeney's books, to include material from the two prior books in the series, The Professional Paranoid, and MC Realities, as well as the four-volume Fatal Rebirth series, and the best of the ProParanoid Newsletter. In addition, the work is augmented by various public domain materials not found in any other centralized repository.
The goal of these materials as a collective are to serve the needs of targeted individuals (not to mention persons who do not wish to become targeted), as well as students and activists and whistleblowers, or others interested in knowing the truth about political history and future. It is intended to be a true 'field guide' taken into the trenches by targeted individuals and activists who will find it a useful tool as 'proofs' of arguments or claims regarding political control technology or history, making it easier to convert non believers to one's point of view.
It further serves such interests by providing practical how-to checklists and other resources useful in effecting improved personal privacy and security while doing battle, or seeking to prevent battles. As such it is a well organized quick-reference guide with exhaustive interlocking information sets in the form of lists, checklists, and resources. Add to this the various proofs, and you have The Defensive Field Guide.

If you go subscribe to the official Homeland Security newsletter (I do ) you quickly note the existence and key participation of something called the ANSER Institute for Homeland Security. When you investigate further, which is something apparently no media has dared to do, you find something ALL media should, IMO, be proclaiming loudly!
Especially since it turns out that ANSER essentially invented and promoted Homeland Security both as a concept and reality. It was not George Bush, anyone in Congress, or the National Security Council it was ANSER (The Military and the Intelligence Community), doing so EXACTLY two years before 911!
ANSER is a 'public-service' research institute, an independent not-for-profit California corporation sponsored by the RAND (mil-intel think tank) Corp. in 1958. That essentially makes it an intelligence agency proprietary associated not only with CIA, but DOD's Defense Intelligence Agency and, as we will see, by examining the history of ANSER, others of note. Excerpted quotes are from ANSER about themselves, parens/italics added:
"The Air Force needed a technically qualified, objective organization close to the Pentagon, (obviously not in terms of distance, but control) able to respond on a day-to-day basis to identified needs for unbiased studies and analyses. The company is governed by a Board of Trustees from business, public service, academia, and military affairs." Really? We will see that is an incomplete answer. We will see the primary source is actually military and CIA.
"ANSER, which stands for Advancing National Strategies and Enabling Results, was a Contract Research Center (FCRC), one of nine such organizations: RAND, Aerospace, MITRE, CNA, and Lincoln Laboratory all intelligence agency think tanks. As such, it served a single client (the Air Force Director of Development Planning, later reorganized as the Deputy Chief of Staff/Research and Development ONE PERSON IN THE PENTAGON) and was restricted to only modest growth." All of this, of course, is actually the domain of DARPA the Defense Advanced Research Project Agency, the difference being that DARPA at least has structured guidelines and defined operational limits placed upon it.
"After changing its status in 1976, dropping the FCRC designation, ANSER began work for numerous Air Force organizations, other DOD components, and other Federal agencies (i.e., CIA, NSA). In 1983, Casper Weinberger the Secretary of the Air Force and future Secretary of Defense wrote, 'ANSER studies and technical approaches have served to illuminate issues related to the research, development and acquisition of almost every major Air Force weapon system over the past quarter of a century." That thus includes Command Solo, HAARP, and other political control technologies written of elswhere, here.
"The company now provides analytic and technical support to Federal agencies in the areas of aerospace systems development, acquisition, operations, requirements definition, technology evaluation, testing, and planning; aerospace science and technology program planning and management; information systems planning and acquisition; C3I (Command and Control, Communications, and Intelligence) program planning; and foreign technology analyses. ANSER uses a flexible, impartial, multidisciplinary approach to complex problems, often on a quick-response basis."
End excerpts. ANSER has grown as its type of work and workload have increased: from 35 employees at the beginning to more than 100 in 1976 $27K average salary based on budget details, per employee, 150 in 1981 $50k each, 450-718 in 1991 through 2000 at $100K each. Revenue has grown correspondingly from less than $1M in FY59 to $70M in FY99.
These dollars don't make sense, given the typical salaries for credentialed individuals involved. For example 718 x 100K = 71,800,000, which is greater than the revenue true in each year of their operation. There is little or no money left over for actual 'research' or even general business expenses like rent, power, computers... or the endless Vaseline needed to make it all work. If payroll is bogus, the money is being used for things other than shown on the books things for which the government does not wish to be accountable. Or, working the other way around, they create 'salary levels' once they figure out what their revenue is, so that 100% of income is paid to those party to the crime. I wonder if they get dental, too?
The company maintains its home office in Arlington, VA (CIA land). As its work and contract base have evolved, field offices have been created in Colorado Springs, CO (FEMA land); Newport News, VA (Navy Intel land); Stoneham, MA; and Fairmont, WV (Army Intel land). These are also a stone's throw from Langley.
But it is not where ANSER is, it is who they are and what they have done, or do. You can't tell a fascist from a hero without a program, and these folks seem extremely 'heroic', but there is a program one they would likely not wish you to see. To see it, we start looking at the 'heroes.' Here they are:
I need to stop the presentation because I have enough material on ANSER vips to go on for pages and pages. The thing that concerns me is the consistent presence of intelligence backgrounds (understandable to a point) married to specific political control technologies, and Sigma Xi, CFR and other MIIM and NWO globalist entities. Also there is a consistent relationship to companies which (with their own similar coincidental ties) are set to profit handsomely because Homeland Security has been created and funded to do (something which no one really quite knows what is, other than color coding rubber ducks for a warning system). The most troubling ties are those to Global Hawk and the preplanning of the wars sparked by 9-11 which imply foreknowledge.
President and CEO: Dr. Ruth David, (engineering & computers, intelligence background through RAND, CIA): Responsible for entire concept of Homeland Defense two years before 911. "In November 1999, Dr. David initiated ANSER's Homeland Defense Strategic Thrust to address the growing national concern of multidimensional, asymmetric threats from rogue nations, sub-state terrorist groups, and domestic terrorists. In May 2001, the ANSER Institute of Homeland Security was established to enhance public awareness and education and contribute to the dialog on a national, state, and local level."
First of all, that is NOTHING like the actual heavy-handed charter the organization actually operates under. Looking at what they actually do, and it would seem their primary mission is to fund and drive the development of Political Control Technology. Under the guise of 'combating terrorism,' there are over 100 new devices and chemical 'non lethal weapons' in works or already being made available to military and Police, almost all of which can in no way be used against terrorists, but would better be described as crowd or riot control tech. Many of these are detailed elsewhere in the Defensive Field Guide. Who is Homeland Security really intending to go to war with, again?
More to the point, as documented in Fatal Rebirth via multiple foreign press sources printed prior to 9-11 events, May of 2001 was when Colin Powell and other Generals were recruiting war partners against the Taliban, with a scheduled date being spoken of within a few days of the day the war was actually launched. How did Answer and Powell, the DOD, and the rest of them know in advance that there would be justification for an invasion by that date? The ANSER points to a conspiracy to use terrorism as a political card on behalf of the NWO, defense industry, and big oil (see prior newsletters on NOILWAR!) As you consider that and continue reading, please keep in mind that in Fatal Rebirth I also provide startlingly vivid evidence of technical feasibility for the remotely piloted plane theory based on Global Hawk technology. There is not so much as a loose thread remaining to the 'theory,' to the point that this author is convinced that was the solution applied to provide 'America's New War.' Global Hawk will pop up all-too-often with respect to our heroes.
Current for David: Member of Corporation for the Charles Stark Draper Laboratory, Inc., a Sperry-Rand Research facility doing DOD research to include micro arrays and other biomedicine research aimed at biometrics and brain sensing/interraction devices. This translates into political control technology, among other things. It makes me warm and fuzzy knowing a CIA MC techie is running the disinformation (excuse me I mean 'information') program for Homeland Security. Both Sperry and Rand both have Global Hawk participation, as well.
Also currently serves on: National Security Agency Advisory Board, National Research Council Naval Studies Board; Senate Select Committee on Intelligence Technical Advisory Group. Principal on the Council for Excellence in Government, a globalist tool sponsored by the usual cadre of foundations and corporate giants, including two CIA proprietaries. Among these is KPMG, the CIA's and MI-5's favorite accounting firm, and chief benefactor of Homeland Security's purchasing power all Homeland Security contracts go through their doors, first, and last.
History: 1995 to September 1998, Deputy Director for Science and Technology at CIA Represented CIA on numerous national committees and advisory bodies, including National Science and Technology Council and Committee on National Security. Awarded CIA's Distinguished Intelligence Medal, CIA Director's Award, Director of NSA Distinguished Service Medal, National Reconnaissance Officer's Award for Distinguished Service, and the Defense Intelligence Director's Award. A spook's spook, and it gets better (worse): 1975-1991 Research Team Leader at Sandia National Laboratories, later, Director of Advanced Information Technologies. Sandia is currently working on the artificial eye discussed earlier in this newsletter, which allows others to remotely see what the cyborg warrior sees via remote video.
Sandia is also heavily involved in Homeland Defense research. Ruth perviously served on: Defense Science Board; Department of Energy Nonproliferation Group; National Security Advisory Committee; Securities and Exchange Commission Technical Advisory Group; Former Adjunct Professor at the University of New Mexico (Sandia Access) work in digital and microprocessor-based system design, digital signal analysis, adaptive signal analysis, and system integration. Co-author of three books on Signal Processing Algorithms. A smart spook. Who else do we have?
Senior V.P., Chief Operating Officer: Carlos Marino (physics, mathematics) who, like most ANSER vips, has held multiple posts within ANSER over the years, most titles describing nothing about what they actually do, and covering an amazing variety of Divisions and topics: Health Logistics, Special Warfare, Support Systems, Tactical Divisions, data and information systems, technology planning, nuclear effects, avionics, special operations, mission area planning, economics, policy analysis, and evaluation of health care service and training programs.
Joining ANSER directly after professorship, he is also a member of the Society of Competitive Intelligence Professionals and corporate member of the American Defense Preparedness Association, which is associated with the National Defense Industrial Association. These are 950 MIIM companies that profit from war who have gotten together to promote mutual interests (war toys). I suspect it ought to be renamed the Carlyle DIA. One place at ANSER Carlos spent considerable time was USSCOM, in Tampa, Florida.
The U.S. Special Operations Command center is a key nerve center in the total, global theater military operations command and control system. It specializes in communications for mission control and psychological warfare. If there was a Global Hawk 9-11 military conspiracy, this would be the perfect place from which to operate. It was located very near Global Hawk flight trainer systems, the 'terrorist flight schools,' and the very airport used to demonstrate to the terrorists that Global Hawk worked(per the theory details set forth and as documented in Fatal Rebirth), and the location from which known Global Hawk test flights were remotely commanded. Further, the office is miniscule in size, manpower numbers variously cited as being several dozen.
Senior V.P., Chief Financial Officer: Joan Zaorski (finance), who is interesting because she comes from Texas, Sandia, and (shades of NOILWAR!) the Natural Gas Pipeline Company oil interests specifically tied to CIA's ENRON! It may interest some readers that she also worked for both Swift and Company (our largest meat packing company, also Texas based) and McDonalds (the nations largest meat consumer a nice supply and demand tie in). Now what do you suppose would happen to meat prices if there was a breakout of Mad Cow Disease, which is really a virus residing in the bioweapons arsenal as a genetic bioweapon?
Chairman of The Board: Dr. Robert Oliver (physics, operations research, Fulbright Scholar). who, like many ANSER folk, comes from Sigma Xi (a Masonic scientific research 'society' version of the Skull and Bones). Also Chairman of Fair Isaac Companies; Emeritus Professor of Engineering Sciences at U of C, Berkeley. Fair Isaac could be described as a NWO money filter used to selectively nurture 'friendly' businesses around the world, but they also are the folks that dictate if you have suitable credit, or not. What a coincidence that Fair Isaac merged with HNC Software, who under contract with ANSER's Homeland Security is set to provide key back door access software (excuse me, highly interactive database management software) to all levels of government agencies from local law enforcement to FBI. This is, of course, is a Homeland Security windfall mandate which involves KPMG, British Intelligence, and CIA interests. Their motto might be 'Remember the Promis we made to ANSER all your questions' (we know what's in your computer, you dumb cops). And, as it happens, they are a Global Hawk subcontractor.
History: 1953, senior engineer at Goodyear Aircraft; 1954 to 57, a consultant for Melpar, who is directly associated with the CIA proprietary E-Systems who specializes in communications, signal processing, and similar. Both are also Global Hawk involved. The group is also associated with CIA's North American Congress on Latin America (NACLA) which is, among other things, responsible for training military-police and secret police in interrogation (intentional typo) tactics and political control methods which, in turn, include communications surveillance.
From 1957 to 1960, he was Division Director and member of the Board of Directors at the Broadview Research Corp., a Global Hawk firm. BRC researched and developed methods for estimating fire damage from nuclear attacks for Rand (those folks, again) according to Rand Memorandum RM 3019 TAB, assessed as 'critical technology'. Heavily connected to the intelligence community, they were responsible for the development of satellite image processing and analysis capabilities of the top secret CORONA system for decades during the cold war. Actually, that was a really great job they did. Now, BRC has become URS (Global Hawk), and they are also very involved in the Canamex project in a very scary way, as reported in a recent Proparanoid Newsletter.
Board of Directors: Dr. Jay C. Davis (Physics, Nuclear Physics USAF), who is also a National Security Fellow at the Center for Global Security Research at Lawrence Livermore National Laboratory and on the Board of Directors of the Fannie and John Hertz Foundation. That's the Rental car/truck Hertz. Oh, wait! Epiphany! Now perhaps I can stop wondering why terrorists ONLY use Ryder trucks to make bombs, regardless of if domestic or foreign terrorists. Ryder is the ONLY truck rental firm out there that is not associated with military intelligence people. That sort of fits with the false-flag theories about terrorism, doesn't it?
History: Director of the current DOD Defense Threat Reduction Agency; 1991 UN Inspection Team Member; 1998 Defense Threat Reduction Agency; scientific advisor to the UN Secretariat. Like many ANSER vips, he is oil industry tied: Consultant to Exxon Production Research Corporation; and tied to intelligence: Advisor to CIA and National Nuclear Security Administration, and schooling in USAF and National War Colleges. He has worked in almost every possible high DOD/USAF office too many to list, here. Am I forgetting something? Yes. The Defense Threat Reduction Agency is THE Global Hawk program overseer.
Board of Directors: Dr. Miriam John ( chemistry, nuclear weapons) is mentioned here because of a significant background in nuclear weapons, biological and chemical weapons, and even directed energy weapons (political control technology). Dr. John is Vice President of Sandia National Laboratories, which is a little curious since the name does not appear in any of the 29,343 documents on line at Sandia. Perhaps he was a radioactive spook? Lots of Web pages say she was there, even to include pictures.
History: "Two decades of experience in the intelligence community." No further details available, also a curious and uncomforting matter given how detailed everyone else's history is. Very radio active, perhaps.
Board of Directors: Franklin D. Kramer (law) is a Partner in Shea & Gardner, a D.C. Law firm heavily CIA flavored (former CIA Director Woolsey as a partner, as was Anthony Lapham, CIA's General Counsel under George Bush, Sephen Hadly, Bush's National Security Affairs Assistant, Stephen Pollak, who worked in the Johnson White House, and Lisa Brown now working in the Obama White House) and the law firm who represented the corrupt Arthur Andersen.
Like many ANSER vips, he is also on the Board (and former President) of the World Affairs Council, which is a creation born of the Council of Foreign Relations, and is associated with Rockefeller and other globalists foundations, this one established through the collegiate network to sponsor globalist thinking in academia. A kind of jr. version of Rhodes Scholarships for a one-World government sans national sovereignty. He also serves on the Strategic Advisory Council for Lockheed Martin, a principle Global Hawk contractor.
History: 1996-01, Assistant Secretary of Defense for International Security Affairs; 1996 Deputy Assistant Secretary of Defense for European and NATO Affairs; 1979 to 1981, Deputy Assistant Secretary of Defense for International Security Affairs; 1977-79 Special Assistant to the Assistant Secretary of Defense for International Security Affairs. Awards include: three times DOD Distinguished Public Service Award, Order of National Security Merit, Gungseon Medal (Republic of Korea), awards from Governments of Poland and Hungary for his role in bringing them into the North Atlantic Treaty Organization (NATO).
Board of Directors: Dr. Robert Lucky (IEEE) is mentioned here for his background with NSA and AT&T Bell Laboratories on the design of our digital communications network (which allows NSA and others direct access to all telephone calls). There are also military backdoors being built into all PBX phone systems mfg. in the U.S. according to a Lucient Systems insider I interviewed about that technology back in 1990.
History: 1992 Bellcore. Bellcore is a communications firm involved in many classified projects focusing on telecommunications and the Internet, a firm assumed by S.A.I.C., a company run by former CIA and military staff which has been involved in mind control research (linked to mind control suicide cults such as Heaven's Gate) and a wide range of CIA and military intelligence research. Elsewhere I link them in multiple ways to the 50 dead microbiologists, as well.
Bellcore is currently thought to be working on a simplified system for tracking people through ATM transactions in real time via Internet. Someone is indeed upgrading all ATM software nationwide as I write, according to intelligence tidbits from within that industry. He was also Chairman of the USAF Scientific Advisory Board in the time frame of Command Solo (mind control) research, which is a USSOCOM purview.
Board of Directors: Dr. Albert Madansky (statistics, antitrust, behavioral science RAND) is also a Board Member of Madansky and Associates, Inc., and Analytical Computing Service, and a consultant to the RAND Corporation. Behavioral Science is the lynch pin of mind control/political control technology.
History: 1957 65 RAND; 1965 Vice President of the Interpublic Group of Companies (Jared Cohen, appointed head of Homeland Security by President Bush also came from Interpublic, which is also very involved in work for the intelligence community, and who handles aspects of Global Hawk promotion.
The reception for the appointment was given by Bush at a Masonic lodge, which means something if you've read MC Realities about the history of mind control); 1968 to 1971 President of Dataplan, Inc., a data-processing, systems analysis, and research subsidiary of Informatics (which, associated with the intelligence community, is involved in work on healthcare database encryption and sharing software which could be used as a tracking tool if equipped with a back door).
But the original question was not about ANSER, but Homeland Security, which ANSER created in advance of the need, too. Looking at ANSER provided insight, but just as looking at the heroes at ANSER was helpful, we should do the same at Homeland Security. I speak of the number one and number two man first appointed to head the agency: Tom Ridge and his number two man, Roger Mackin. They both have a curious coincidental tie in their past which deserves study.
It is the same tie as shared with General Richard Secord (who was to head the Total Information Awareness Office before outcries of FOUL BALL were screamed by every activist who has a clue as to his history). But I don't refer to Secord's conviction for lying to Congress about Iran Contra (to protect George Bush, no doubt), but to the same ties as also shared with the man hand picked to originally run 'aspects' of the War on Drugs, Lou Conein, a CIA operative linked to JFK's assassination in multiple ways.
What these four men have in common, in addition to being hand picked to head new agencies by (someone who can pull strings), is that they all were assigned to Operation Phoenix, the mass assassination project run by CIA and the military in Vietnam. Somewhere between 20,000 and 400,000 (depends on who's' numbers you use) politically incorrect Vietnamese citizen leaders were targeted by that program. Good old Tom and his second were, according to records uncovered and published in another issue of the Newsletter, sniper assassins.
So perhaps the key to Homeland Security is intended to be the same key they thought was the answer in Vietnam the mass targeting of civilians. There are, after all, about 400,000 vocal activists in this country, and not one of them is politically correct. What do you suppose will be their fate, and the fate of anyone else who dares to protest a military takeover of the U.S. which looms on the horizon according to the words of the military, itself?
We have the ANSER and the PROMIS. What we don't really know is; what is the question they ANSER. It appears on the surface it has to do with things other than insuring against terrorism. More likely, it has to do with capitalizing on terrorism. That means financially and politically (power grabbing).
